What is heterogeneous network?  It means multiple networks (e.g., Wi-Fi, Wi-Bro, WCDMA and so on) with their corresponding radio access technologies.  By using the interworking mechanisms, the following benefits can be provided. Cost-efficient capacity enhancement Seamless mobility Ubiquitous service access

Necessity of coordination between the networks  Limitations of the interworking without coordination High power consumption for detecting other network (e.g., WLAN AP) In-device interferences between networks (e.g., cellular and WLAN)  Therefore, control connection for coordination is required.  It has already been implemented in the working document “study report on hierarchical networks (IEEE ppc-10/0008r1)”.  However, there are no descriptions of key features and requirements for the coordination. How is coordination done between BS and AP?  We define an AP that is able to cooperate and be coordinated by a BS. We name such an AP a Coordinated AP (a.k.a C-AP)  C-AP provides cellular control connection for BS-AP coordination as well as WLAN connectivity to devices and wired backhaul.  The BS has control over the C-APs under its coverage. This means that the C-AP is able to perform certain functions that is commanded by the BS.

Possible scenarios  Sharing access information BS provides access information on C-AP to a device connected to the BS.  Reducing power consumption for detecting C-APs C-AP provides access information of BS to a device connected to the C-AP.  Helps devices to perform handover to neighbor BS from C-AP  Inter-AP coordination Coordinated Dynamic Channel Switching in the coverage area with heavy interference Coordinated Dynamic Transmission Power Adjustment for mitigating interference between APs Coordinated Capacity Sharing among APs for load balancing purpose  Integrated QoS/Connection management Prioritized device scheduling Integrated security association

Proposed Text on IEEE ppc-10/0008r1 [Insert the following text ] 2.2.x BS-AP interworking by coordinated AP (C-AP) In order to provide higher level of interworking function, cellular BS and WLAN AP may help each other through the wired and wireless connection. Hierarchical relations based on the coverage are defined between cellular BS and WLAN APs, and BS may provide configuration/coordination information to the WLAN APs in order to increase the interworking benefits. Coordinated AP (C-AP) is a WLAN AP which has wireless connectivity to BS. A BS has controllability on the C-APs under its coverage. The BS and C-APs may have communication channel to talk to each other. The BS and C-APs can communicate for interworking. The C-APs can communicate with each other via BS’s relaying and/or moderation. 4.2 Multi Radio Access Technology [R-X] IEEE BS shall be able to communicate with IEEE AP under its coverage via wired and/or wireless (e.g., air interface) control connection for interworking operation. IEEE BS should be able to configure and control the operation and configuration of the IEEE APs under its coverage.
