doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 2 To VOTE or Not to VOTE...that is the question! Rick Alfvin
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 3 If we delay the VOTE... We risk failing to reduce the number of proposals from 8 to 1 in November –it is a gargantuan task –we lose the opportunity to look closely at a smaller number of proposals –we lose momentum
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 4 It’s Human Nature With 50% of the proposals going away ….it’s no surprise to find an alliance or faction looking for ways to ensure they stay on the island for another show.

Additional refinements to the criteria will not alter “religious beliefs”.
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 9 1st Order Voting Issues a.k.a. “Religious Beliefs” Band Modulation scheme Cost/Complexity Regulatory factors Time to market Political bias Voters will cast their votes on the basis of their 1st order biases & beliefs. The resultant subset of candidate proposals will recognize broad support.
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 10 What does the Market want? The industry needs a consumer based high rate wireless solution today. Consumer markets would much rather have a 90% solution today than a 100% solution “tomorrow”. A delay in our activity would do a great dis-service to the marketplace.
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 11 Consequences of waiting We are not doing justice to the process because we won’t have time to properly re- assess and down select to 1 proposal in November.
doc.: IEEE /310r0 Submission September 2000 Rick Alfvin, Eastman KodakSlide 12 Net Outcome of Voting Today Number of proposals reduced by 1/2 This is a high level coarse filter We will have more time to scrutinize the final selection The marketplace/consumer is benefited
