Objective of the scheme are: Establish a pro-poor targeting method for scholarship distribution, and Ensure that students from disadvantaged groups had an opportunity to obtain higher education through financial assistance provided by the project.

PMT scoring system Consumption data is analyzed to estimate total household consumption. Household consumption is adjusted for the number of people in the household. A regression model of the correlates of poverty is estimated. The PMT regression then provides the PMT scoring system with the estimated coefficients serving as the weights.
