What is Homeland Security? Shelby County Division of Homeland Security is comprised of two main components: Shelby County Office of Preparedness Homeland Security, Emergency Management Agency, Urban Area Security Initiative 3 Grants Administration  Funding of equipment & programs Program Administration  Response Planning  Information Sharing  Joint Training & Exercise
