Volunteer Crossing Guard Program Marin County Office of Education Superintendents Meeting February 3, 2016

Marin County Crossing Guard Program Approved as part of Strategy 4.2 of the Measure A (Trans. Sales Tax) Expenditure Plan Guards first deployed for the 2006/2007 School Year Initial Program paid for 54 guards Vehicle Registration Fee and Federal Safe Routes Program have grown program to 77 guards. 141 sites have been identified as requesting guards

Marin County Crossing Guard Program Program has provided additional one-year guards on a mostly reimbursed basis – five currently Current program budget approximately $1.4 million annually TAM hires a professional contractor that trains, provides equipment, supervises, and provides insurance

Location Selection

Criteria is based on the California Manual of Uniform Traffic Control Devices (CMUTCD). Ranking system recommended by TAM TAC, MPWA, TAM Staff and approved by the Board in Using adopted standards for assessing sites and assigning guards provides a degree of protection from liability Previous selection criteria was less objective. Pedestrians for scoring are aged 5-13.

Location Selection System based on individual scoring of each crosswalk. Highest scoring crosswalk is the score for that intersection. Current list has over 140 locations evaluated every four years Last performed in 2014 for 2014/2015 School Year. Performed on four year intervals

Current Need

TAM is only able to fund 77 locations Feedback from users, schools, and police have indicated that the next 30 sites on the list are well deserving of a crossing guard Current cost of a funded location is $16,000 annually TAM’s liability increases if sites are skipped on the approved list

Potential Solution Volunteer Program would allow for program expansion and for sites to be bypassed if not interested in participating TAM is willing to manage guards under current contractor. This includes background check, training, equipment, supervision, discipline, and liability insurance Annual cost of a volunteer position would be $4,000 to $4,500 depending on total volunteers required

Potential Solution School Districts have indicated interest in providing volunteers, issues remain with funding sources TAM’s current policy is not to discontinue service except at winter and summer breaks TAM would require an interagency agreement for the full cost of guard if a volunteer does not work out and a replacement cannot be located
