New River Pilot Project  Board/Imperial County/CHP aerial survey of New River identified 47 illegal dump sites  All sites have been characterized and 37 of the properties are privately owned  All property owners have been sent Notices to Abate by Imperial County staff  Potential master agreement for cleanup under Farm and Ranch Grant program  Emerging policy issue on waiver of cost recovery on private property

Areas Which May Require Additional Statutory Authority 1. Identify CIWMB as lead state agency 2. Grants for funding and development of local programs 3. Allow illegal dumping in Local Enforcement Agency Enforcement Program Plan 4. Local permit program for refuse hauler service providers 5. Define evidence of ownership – illegal dumping 6. Tire dealers to retain waste tires being replaced by vehicle owners
