Determine whether the current Washington State forest practice goal of no net loss of wetland function is being achieved by using a mitigation sequence during road construction and maintenance activities. Mitigation Sequence: 1. Avoid 2. Minimize 3. Restore 4. Reduce 5. Replace

Wetland Area ≠ Wetland Function Four general areas of wetland functions:  Produce timber  Provide fish and wildlife habitat  Protect water quality  Moderate and preserve water quantity

Change physical characteristics of wetland  Area  Structure Two examples 1. Deliver sediment to wetland: Reduce storage capacity by reducing wetland area and volume. 2. Block wetland outflow: Increase storage capacity, and/or reduce contribution to maintaining in- stream summer low flows

1. Characterization Study – Describe patterns in how roads physically interact with wetlands. “Forest Roads and Wetland Interactions Characterization Study”  Statewide survey  Potential risks to wetland functions (qualitative assessment) 2. Effectiveness Study – Quantify changes to wetland functions from forest road construction and maintenance.  Use results from the Characterization Study  Not yet scoped or designed

2011 CMER Work Plan critical questions 1. What sizes and types of wetlands are being impacted by road and landing construction and maintenance activities on FP HCP landscape? 2. What wetland functions are assumed critical to achieve the goal of no net loss? 3. Is implementation of the wetland mitigation sequence ensuring no net loss of wetland functions? 4. What functions are not being mitigated or replaced? 5. What are the cumulative effects to wetland functions of impacts to multiple small wetland areas?

Pilot Study  Test the reliability of using FPA maps to select sites  Finalize data collection methods  Estimate sample size and cost of full study 3.
