Enrolment of orphans into the CHF - a proposal - M. Kuper CHF WS 2007
Situation - Approximately 1.5 mio orphans are living in Tanzania (WHO 2005) - Increase of number is alarming (100 % alone from 1996 to 99)
Problem Poor families often are not able to care for an additional child in case where the parents are not present anymore There does not yet exist a systematic approach to offer orphans free access to medical care
Solution Advise GOT in coming up with standard guidelines for funding orphan medical care (OMC) CHF could play a major role in providing medical care to orphans
Proposed steps:
(1) CHF Cards for orphans - Each orphan receives a CHF card - A card is given also to the fostering family - The “orphan” CHF card does not differ from the standard card (avoid stigma)
(2) Role of the Council Councils shall take full responsibility: - calculation of total no. of orphans - budgeting - fund seeking - financial management
(3) Funding of CHF cards for OMC - by HIV/AIDS block grant - by donor funding - other sources?
(4) Annual premium - the annual premium for OMC should be standardized for the entire country (for harmonization purpose) - a rate of 10,000 TSh/ annum could serve to cover one orphan and its fostering family
Way forward Elaborate guidelines on OMC Incorporate guidelines in the CHF pro- poor approach of the Councils
