Overview of draft plan for UGB Framework Framework Forum, Silver Falls November 5, 2014

UGBs were established under Oregon Statewide Planning Goals in 1973 by the Oregon State Legislature (Senate Bill 100). UGB dataset was originally created in 2004 at the Oregon Department of Employment under a grant from the Oregon Geographic Information Council (OGIC). In 2008 DLCD took stewardship of the data and began a refined methodology necessary to bring the UGB data in line with other statewide framework elements through the OGIC data standards process. Changes to UGBs are processed through the land use planning program at DLCD. DLCD is in the best position to provide stewardship services because of this mandated flow. Digital files are required. Since 2011, jurisdictions have been required to submit a digital GIS file of their UGB each time an amendment is requested. Position adjustments due to remapping do not flow to DLCD as a matter of course. Urban Growth Boundaries

UGB data is updated and published once a year UGB data is published as a shapefile and as a Web service and made available through Oregon’s Spatial Data Library, Oregon Explorer and ArcGIS Online Entire history of all UGBs as polyline feature in geodatabase.
