9(27/02/2016)  Space based services and applications are the future.  Strengthen existing programmes: ESA, VII FP, National programmes.  Establishment of new programmes: eg: favour spin-off creation.  The parliaments as society representatives should play a key role in the programmes definition.  Local industry and SME’s should receive special attention. 10(27/02/2016)  GNSS (Galileo + EGNOS) and GMES are the priority.  There is an urgency to solve the funding problem.  Ground Control infrastructure location for Galileo and GMES should be assigned in fair competition.  There will be an increasing interest to invest in GNSS and GMES, as long as there is a return for the investment, and a balanced industrial participation.
