Group A: Institutional framework Pam Riet Atle Vivian Sakura

Group A: Institutional framework How do we position ourselves in the clusters processes and with other agencies on IDP profiling? Data collection: beyond our two agencies’ areas of interest only Mainstreaming of data into all clusters Institutional arrangements (review and operationalization of the MOU etc.) Gap in expectation: What is feasible? Possible situations/ country for joint IDP data collection

Possible steps within the clusters process IDP profiling/ demographics? 1.Formalise under the IASC, a sub group on Demographic Data –Focus on IDP demography in humanitarian situations –Training/ capacity building on sound techniques –The data needs to be scientifically correct/ standards need to be adhered to 2.Humanitarian Service on demographic data? – desk review support & support on the ground (secondment scheme) –Protection Cluster: 9 th sub-cluster on logistics and information management and support for the cluster – UNFPA to appeal for 1 staff to dedicate time on humanitarian data issues based in UNHCR. Improvement/ strengthening of data collection in humanitarian context –Stat Cap – identification of staff/ rostering –Secondment schemes utilising the network (institutions, national stats office, UNFPA etc) –Provision of baseline data

Possible steps within the clusters process IDP profiling/ demographics? 3.Ensure inclusion of humanitarian needs for demographic data in the agenda of UNSTAT organised annual global conference on national statistics. 4.Take advantage of regional/ national/ local statistical expertise (national statistical office, national network, academic institutions, local demographers/ statistician etc) in the whole process –Training of rapid assessment of demographic “profile” in the national statistics office/ training institutions –Identification of opportunity to include in demographic training programmes –Find out who is doing what already on humanitarian demographic activities 5.Potential country for joint IDP data improvement –Ivory Coast? –CAR?
