3 ECBP Overview Overall Objective To establish replicable mechanisms for biodiversity management in China To support China in the implementation of CBD Total cost: roughly € 52 million, of which: EC co-finances € 30 million; UNDP co-finances € 405,000; SEPA will contribute €235,000; € 21 million are expected as counterpart contribution of various organisations that will buy into the ECBP

5 Institutional Strengthening, Policy advice and Monitoring EC funding 6.5 million EUR Institutional Strengthening of SEPA and other stakeholders in the implementation of the CBD (stakeholder meetings, strategies and action plans) Policy advice to support central, provincial and local authorities to assess the impact of existing and proposed policies, laws and regulations (studies, conferences, workshops, development of guidelines) Design of a monitoring framework based on monitoring and impact indicators of all programme activities (overall and annual targets, indicators, means of verification) Central Policy

6 Field Projects Western & Southern China Field Projects EC co-funding 21 million EUR To explore mechanisms for the implementation on the ground of high level decisions ("vertical integration") To ensure that the different arms of government work in concert (the "horizontal" aspect) Practical work expected: results and outputs of the Field Projects will be brought to a policy platform Support the development of multiple partnerships between international, national and local governmental and NGOs (consortia with at least one Chinese and one international organisation);

7 Field Projects in Western & Southern China Field Projects EC co-funding 21 million EUR Co-funding mechanism through Call for Proposals EU max contribution: 50% of total budget UNDP will establish a separate Country Office Support Unit to manage all contractual and financial aspects of the field projects.

8 VAC Visibility Awareness EC funding 2 million EUR To develop a coherent image for all programme components To develop a joint communication strategy for visibility, information dissemination and public relations To implement the joint communication strategy together with the programme partners through selected media channels To promote environmental awareness activities for the public and government officials on a national level (studies, surveys, trainings, training materials, internships, conferences, workshops and seminars )

9 Progress to Date FA of ECBP signed between the EC and GoC on 13 June 2005; Contribution Agreement between EC and UNDP was signed on 7 November 2005 (marks the commencement of the programme) Next Steps PMO setup, three months inception phase to confirm the content and specific locations of each project activity and to draw up a detailed timetable for implementation; Organize Stakeholders meeting under ECBP; Launch of call for proposals during first half of 2006 Timeframe
