WSLS/ISES Overview Data Ambassadors Session September 28, 2006

Guiding Principles To produce student data needed for yearly progress (AYP) and ESEA Report Card. To report academic indicators that measure what they are intended to measure (valid) and that have comparable values in comparable situations across districts and schools (reliable). To account for all students. To minimize data collection and reporting burden. To facilitate use of data for school improvement purposes. To protect student privacy.

Applications Involved Wisconsin Web Access Management System (WAMS) Delegated Authority Application Wisconsin Student (Number) Locator System (WSLS) Individual Student Enrollment System (ISES)

Web Access Management System WAMS Statewide system maintained by the Department of Administration. Allows authorized individuals to access State Internet applications using one User ID & password. Used by DOT, DHFS, DNR, UW, DOA, DPI, etc.

Accessing the WSLS and ISES – Authorization to access the WSLS and ISES is managed by each individual district via the Delegated Authority Application. – An individual must first request a WAMS ID (Wisconsin Web Access Management System).

Used by the School District Administrator (Superintendent) to designate a WSLS / ISES Local Administrator. Used by the WSLS / ISES Local Administrator to designate an Assistant WSLS / ISES Local Administrator. Used by the WSLS / ISES Local Administrator and the Assistant WSLS / ISES Local Administrator to grant and rescind access for local staff to the WSLS and ISES. Delegated Authority

Changes in District Administrator should be reported promptly to DPI. To access Delegated Authority the new District Administrator or Superintendent must using the address on file with DPI identifying the school district and providing his/her WAMS ID. Delegated Authority

WSLS To assign permanent, unique, and unduplicated identification numbers to students. To maintain data as students move between schools and to ensure that the unique WSN moves with them. Used in lieu of names to collect data through Individual Student Enrollment System (ISES).

ISES To report disaggregated data by school as required to produce federal mandated reports. To collect other data necessary for future consolidation and reduction of related collections.

Progress & Summary Reports Used to review data while completing the ISES submission. Used to preview Publicly Reported data. Used to gather information between ISES collections.

Enrollment Report

Only 95 students appear as enrolled. Enrollment according to district records is 549. Enrollment Example 1:

Students without disabilities are missing from the report.

After correcting Count Date Status in the Individual Student Records, enrollment matches district records.

No economically disadvantaged students appear in the report, though more than 100 such students exist within the district. Enrollment Example 2:

After correcting Economically Disadvantaged Status in the Individual Student Records, enrollment matches district records.

Kindergarten enrollment is far less than expected. New students for the current school term appear to be missing. Enrollment Example 3:

New Kindergarten and Pre-Kindergarten students had not been enrolled in the WSLS. After taking assignment of these students in the WSLS and entering the associated ISES Count Date records, enrollment matches district records.

High School Completion Report

Graduation Rate

The number of high school completers is lower than the 64 shown in district records. Student with disabilities appear to be missing. High School Completion Example 1:

High School Completers with disabilities had not been exited in the WSLS. After the exit date was added to the WSLS and the Exit Type and High School Completion Credential were added to the Individual Student Records, the report agrees with district records.

High School Completers are appearing in the Grade 12 Dropout column. High School Completion Example 2 :

The Exit Type ‘Other Dropout’ had been provided for all High School Completers. After the Exit Type was modified to ‘High School Completion’ and the High School Completion Credential was added to the Individual Student Records, the report agrees with district records.

The Mid-term Dropout columns show no students, but such students were submitted for the district. Dropout Example 1:

The Completed School Term was incorrectly submitted as ‘Yes’ for all mid- term dropouts. After correcting the Individual Student Record to ‘No’, the midterm dropout count matches district records.
