The SERMA Project: Surveillance & Enforcement of Remote Maritime Areas Maritime Business and Technology Summit San Diego, 17 Nov 2010 Jeff Ardron Director High Seas Program, Marine Conservation Biology Institute

The good ol’ days... “...for the sea is of so vast an extent that it is sufficient for all the uses that nations can draw thence, either as to water, fishing, or navigation.” --Huig de Groot ( )

What is remote? SERMA Surveillance and Enforcement of Remote Maritime Areas What is remote?

US Pacific Marine National Monuments 334, 798 sq miles ( km 2 ) (Over twice the size of California)

Phoenix Islands Protected Area Second largest MPA in the world: 158,500sq mi ( km 2 ) …and also one of the most remote

The (initial) Problem… Can remote protected areas get adequate and affordable surveillance? The Answer: YES

Lots of (existing, new & emerging) Options…

New Problems, however... Solution: Stop the fisheries silo and exceptions (no AIS, no SOLAS, no registry, etc.) & Treat all maritime traffic the same… Lack of coordination Redundancy of efforts It is all part of Maritime Domain Awareness

Final Thought Gliders: Intriguing low cost possibilities… Liquid Robotics iRobot Slocum Glider

Rice & Ardron: CBD MPA Criteria Thank you!
