5-Year Review of Standards for Accreditation  Why changes?  What changes?  Changes to ASER?  Changes to specific program templates?  Views from members?  Roll-out of Standards

Review of ACCET Standards  When? – Five-year review of Standards.  Why? – To ensure relevancy, adequacy, & clarity.  How? – Systematic Process of Review.

Timeline?  Oct – ACCET solicits input from members, students & others.  Nov – SPRC draft initial changes to Standards.  Dec – Commission approves draft to go out for comment.  Apr – Commission approves revised draft to go out for comment.  Aug – Commission approves draft for vote of the membership.  Oct – Members vote on the revised Standards.

How maximize member/student involvement? 1. Standards Survey:  136 Respondents  Rate Standards on 3 criteria: (1) adequacy, (2) relevance, (3) clarity. 2. Focus Group:  Meeting at 2014 ACCET Conference. 3. Standards Advisory Committee:  Teleconference calls in Sept/Oct 2014, Jan 2015, & Sept/Oct Student Survey & Focus Groups:  Over 700 student participated.

Why Changes?  Emphasize ACCET’s commitment to:  Institutional integrity,  Program quality, and  Successful student outcomes.  Revise standards to:  Increase clarity,  Reduce redundancy, and  Reflect changes in policy, practices, and regulations.

What Changes to Standards? Reorganized the 33 Standards into 9 broad Standards: Standard VIII – Student Assessment & Achievement A. Performance Measurements B. Attendance C. Student Progress Standard IX – Institutional Effectiveness A. Student Satisfaction B. Employer/Sponsor Satisfaction C. Certification & Licensing D. Completion & Job Placement

Other Changes? Review and revision of: 1. Self-study templates. 2. Templates with specific programs.  Interactive Distance Learning (IDL) Template  Occupational Associate Degree (OAD) Template  ESOL Template  Vocational English for Speakers of Other Languages (VESOL) Template  Massage Therapy (MT) Template  Nursing & Allied Health (NAH) Template

Changes for Institutions?  Standard I – Mission, Goals and Planning. o Planning – Specific 3-5 year planning document.  Standard II – Governance. o Records – Recognition of an electronic process.  Standard IV – Curriculum Design and Development. o Teacher-made Instructional Materials – Revisions to section. o Externships/Internships – Revision to section.

Changes for Institutions?  Standard VI – Qualifications and Supervision of Instruction. o Classroom Observations – Completed at least annually by qualified supervisor. o In-service and Professional Development – Regular and effective training conducted and documented.  Standard VIII – Student Assessment and Achievement. o Performance measurements – Communication to students. o Attendance policy – Clear description of policy communicated to students.  Standard IX – Instructional Effectiveness. o Student Satisfaction – Policies and procedures. o Employer Satisfaction – Policies and Procedures.

Measuring ESOL Programs? Measure programs against recognized benchmarks in order to improve & enhance programs by: 1. A valid and reliable exit proficiency exam (generally an external exam) administered to students who complete at least 12 weeks; and/or 2. A comparison of the institution’s current curriculum with a recognized language framework:  Common European Framework of Reference for Languages (CEFR)  Canadian Framework of Reference for Languages  Global Scale of English (GSE)  American Council on the Teaching of Foreign Languages (ACTFL)  Association of Language Testers in Europe (ALTE)  Defense Languages Institute (DLI) and students’ level advancements assessments that demonstrate the curriculum’s alignment with the framework.

Measuring ESOL Programs? (Continue) Measure programs against recognized benchmarks in order to improve & enhance programs.  Demonstrate that institution compiles, analyzes, and utilizes information to improve and enhance training.
