Transit Organization Performance Scorecard TOPS TOPS is compromised of 4 major indices; each index ties to one of the strategic pillars and has been weighted by their relative importance to the organization. This outlines the measurement systems for each of the Authority’s four major categories. Each major category relates to one of the Authority’s Strategic Pillars. Financial Performance Index Customer Satisfaction Index Employee Success Index Connecting to Communities Index The Scorecard

TOPS Point Matrix The components that make up this measurement have their respective scores. Point for scores are assigned based upon their respective weight impact to the overall health of the Authority. The overall score for CSI is 30 points.

TOPS Point Matrix Scores are tabulated for 5% above or below goal. TOPS scoring is calculated on a sliding scales. For a percentage of improvement over adopted goal, there is an opportunity to earn more points for its respective index. For a percentage decline compared to goal, the component will lose a percentage of its point value to the index.

TOPS Point Matrix Here, the goal for Average Hold Time for customers is 60 seconds. The goal is worth is 1.50 points 1.95The maximum points earned for this category is 1.95 while the minimum is 1.05 points.
