Aalborg, Denmark, 8-9 October 2012 Romanian participation in standardization activities in the area of Wireless Communications Octavian Fratu, Professor, University POLITEHNICA of Bucharest Joint ITU-GISFI-DS-CTIF Standards Education Workshop (Aalborg, Denmark, 8-9 October 2012)

Aalborg, Denmark, 8-9 October Agenda Romanian Standardization Association (ASRO). TC 6: Radiocommunications. UPB & Standardization: From research projects towards standardization; IETF & RFCs; IEEE SA; Other standardization involvements. Conclusions and recommendations.

Aalborg, Denmark, 8-9 October Romanian Standardization Association It is a private association, responsible in Romania with the entire standardization activity. ASRO is representing Romania in the entire international standardization activity. Its activity is based on the Romanian Law no. 355/2002 and the Romanian Government decision no. 39/1998.

Aalborg, Denmark, 8-9 October Romanian Standardization Association The ASRO activity was concentrated in the last years (after Romania became Member State of EU) with: bring contributions to the standardization process (especially for international versions); the assimilation of the international standards; the release of the Romanian-language version of these standards.

Aalborg, Denmark, 8-9 October Romanian Standardization Association The main activity is driven by the technical committees, with the following components: TC president: a well known specialist in the area of interest with expertise in standardization procedures; TC secretary, who is the only person hired by ASRO, responsible with the coherence of the TC decisions; 2-7 members, specialists in the TC area, (including people from industry, SMEs and academic area).

Aalborg, Denmark, 8-9 October Romanian Standardization Association There are more than 210 technical committees, covering the entire economic needs, especially from industry. About 12 TCs are focused or related to the communications area. UPB is an active participant to the ASRO activities (only from ETTI faculty more than 10 specialists are actively involved in ASRO activities).

Aalborg, Denmark, 8-9 October TC 6: Radiocommunications One of the oldest Technical Committees. Mirror committee for different European and International Standardization committees. Main TC responsible for the connection to ETSI and the corresponding technical contributions.

Aalborg, Denmark, 8-9 October TC 6: Radiocommunications Area of competences: ERM (electromagnetic compatibility and radio spectrum allocation and usage); Mobile/wireless communications equipment specifications; AERO (aeronautical communications); Beacons, telemetry, radar specifications; Other radio transmissions specifications.

Aalborg, Denmark, 8-9 October UPB & standardization Nature of communications and networks deployment and operation impose the standardization Participation in research projects impose the ability in updating the standards ASRO is for UPB staff a path in having a measure for the standardization impact The real measure is the direct participation at international / global level

Aalborg, Denmark, 8-9 October IETF & RFC Internet became a daily reality More and more persons involved in the network administration and development User-driven standardization process (via RFC – Request for Comment)! The study of RFCs is now mandatory for any professional Continuous need of improvement Need in knowing better “how to write” a RFC

Aalborg, Denmark, 8-9 October IEEE Standardization Association IEEE became a global professional organization. IEEE SA is involved in the development of a diversity of communications standards (e.g. 802 family of technical committees). UPB were and is involved into the (Media Independent Handover) technical group as result of RIWCoS SfP NATO project.

Aalborg, Denmark, 8-9 October Other UPB involvements UPB staff members participated as companies’ consultants in different standardization organizations: WiMAX forum; 3GPP; DVD forum. Involvement in COST actions. Most of the standardization involvement is a result of research activitity.

Conclusions and Recommendations Aalborg, Denmark, 8-9 October It is a need for increasing the UPB’s participation in standardization. The students need a better knowledge of the standards and of the standardization procedures. They request a help in improving and in recognizing their knowledge Return to education is a must in a global communications development.

Aalborg, Denmark, 8-9 October Thank you for attention!
