Consideration Of Reallocation Of Fiscal Year 2006/07 Funds And Scope Of Work For The Tire Retread Targeted Outreach Materials And Promotional Training Contract Agenda Item 16 July 18, 2006 Victoria Rocha Boxing Cheng

Issue  Many public sector fleets in California are not taking advantage of the benefits of retreaded tires  A misperception some fleet managers still have is retreated tires are less safe than new tires  The truth is retreaded tires produced in modern retread plants have similar or even lower failure rates than new tires

Objective  To educate local and state government agencies of the benefits of using retreaded tires  To increase the number of retreated tires purchased  To reduce costs for fleets, including public sector fleets

Work To Be Performed  Conduct a survey to determine an estimated baseline purchase rate for retreaded tires  Prepare a list of fleets to target  Develop and provide technically based scripts and storyboards for two separate DVD’s  Write and produce master copies of the DVD – CIWMB will reproduce the DVD’s in house

Work To Be Performed  The Contractor will provide DVD training and other technical material  Prepare an interim report regarding the outreach efforts  Conduct an exit survey to determine the increased purchase rate for retreaded tires  Prepare final report regarding the outreach efforts and survey

Funding  Five-Year Plan for the Waste Tire Recycling Management Program (3 rd Edition Covering fiscal Years 2005/06 – 2009/10) Reallocates $75,000

Staff Recommendation  Staff recommends funds from Market Development and New Technology Activities for Waste and Used Tires. Support of Other CIWMB Market Development Activities - $650,000  Approve the proposed Scope of Work for Tire Retread Targeted Outreach Materials and Promotional Training  Approve Resolution
