NYSESLAT: Purpose and U.S. Education Department Purpose of the NYSESLAT  Annually assess the English language development of every English Language / Multilingual Learner (ELL/MLL) enrolled in Grade K-12 in New York State Compliance with the United States Department of Education  Every state is required by federal law to use an annual assessment to measure, track, and report the language proficiency progress of all English Language / Multilingual Learners (ELLs /MLLs) enrolled in Grades K-12. NYSESLAT: Goal and Results Primary Goal of the NYSESLAT: To measure each ELL’s/MLL’s English language proficiency relative to the linguistic demands of the grade level classroom Webinette 2 / Slide 3 Provision of ELL/MLL Services NYSESLAT results provide important information about each ELL/MLL’s English proficiency level, which then drives the provision of Bilingual Education / English as a New Language services and instruction aligned to:  Commissioner’s Regulations Subparts and (CR Part 154)  Blueprint for ELL Success (BELLS)  New York State Learning Standards (NYLS)  New and Home Language Arts Progressions (Progressions) In the Classroom NYSESLAT results provide important English language development information to ensure ELLs/MLLs are adequately and appropriately supported in the classroom. We use NYSESLAT results to best serve:  Current ELLs/MLLs in Bilingual Education (BE) and English as a New Language (ENL) programs, and  Former ELLs/MLLs receiving Former ELL/MLL services for 2 years after reaching the Commanding/Proficient level on the NYSESLAT. NYSESLAT: Updates Since Spring 2015, the NYSESLAT has been Administered in Six Grade Bands: Aligned to the Linguistic Demands of Grade-level Instruction: Webinette 2 / Slide 4 K Linguistic Demands Identify the words, phrases, and forms of language that all students need to understand and use across all grade level content areas in order to meet the New York State Learning Standards. As presented in the Progressions, Linguistic Demands reflect the language required to access grade level content rather than the content itself. Updated November 2015

NYSESLAT: Shifts Overview As of Spring 2015, the updated NYSESLAT has represented five fundamental shifts:  Shift 1: New York State Learning Standards via New Language Arts Progressions  Shift 2: Five English Language Proficiency / Performance Levels  Shift 3: Integrated Language Skills / Modalities through the use of Global Themes  Shift 4: Grade Level Text Complexity  Shift 5: Instructionally Relevant Academic Language Webinette 2 / Slide 5 Updated November 2015
