6 COPYRIGHT ISSUE The most important issue is how to solve copyright- related problems Two contradictory parts, namely the protection of individual asset and the public interest in information usage Some of the measures to solve copyright problems: - Follow the market principle - Build a copyright management database

7 RECOMMENDATIONS Establish mutual operation environment through standardization - The starting point is to link communication networks and databases of the members - Use the same standards: font, MARC, It is better to set up a meta search engine Build some mutual fulltext collections on the web for special topics including records from members
