Summary An appeals court said that managers have immunity against a law suit for bid rigging.

Government Bidding A form of fraud in which a commercial contract is promised to one person or company, even though for the sake of appearance several other parties also present a bid.

Manipulate To influence someone to do a certain thing.

Equal Protection Prohibits states from denying any person within its jurisdiction the equal protection of the laws.

Decision The first decision was reversed, and the court said the city officials did not violate any equal protection rights of the bidders.
