Purpose To update the Board with regard to developments in MHLD Division To indicate how issues relating to Cornwall and Sutton and Merton inquiries are being addressed in in the Division To make the Board aware of the preparations for the Healthcare Commission National Audit of Learning Disability services

What do we provide? 74 budget £4.5million Specialist Mental Health in Learning Disability community service covers four boroughs: Lewisham, Lambeth, Southwark and Croydon (LD Psychiatry only). Additionally each borough has a local partnership arrangement with PCT/SS for the delivery of psychological Therapies and behavioural support e g the team are co located and/or working towards integration Weston Unit - a unique 6 bedded in patient assessment and treatment service for people with Menatl Health and Learning Disabilities ESTIA - Internationally reknowned centre that provides research, education and training in partnership with Institiute of Psychiatry. Also provides specialist training and support for local clinical services and local providers of services in LSL

Issues from Cornwall report (July 2006) Inquiry centred on the systematic abuse of people with Learning Disability and failure to provide care within range of in patient and community settings Issues included abuse of basic human rights and assault, lack of clinical care and clinical responsibility and a lack of corporate and executive responsibility

Issues from Sutton & Merton (January 2007) Systematic sexual and physical abuse of people with Learning Disability Lack of Trust ownership of the services Lack of external scrutiny Lack of carer involvement No system for staff concerns to reach Board Level

What has SLAM MHLD done to address issues raised by reports Review of SLAM MHLD services post Cornwall against key areas – governance,safeguarding adults,empowering people and clinical practice/service delivery Report produced and discussed at LD Executive meeting and discussed with LD commissioners as PCTS were asked to provide assurances that SLAM had considered the issues Sutton & Merton (January 2007) – similar issues to above relating to continuing care services in transit from health to social care provider. SLAM do not provide comparative service however key areas currently being reviewed for MHLD Working closely with local PCTs and Social Services with regard to operating a shared responsibility to provide high quality and safe services.

Healthcare Commission National Audit of Learning Disability in patient services 2007 Weston Unit – completed self assessment questionnaire submitted February 2007 Peer review visits anticipated – 24 hours notice given In preparation for External Peer Review Team visit – DVD about process used, an action plan is in place and includes meetings with service users and staff, review of evidence for Standards for Better Health and PEAT visits In addition Monks Orchard House also self assessed and have an action plan for preparation

Context for Learning Disability services To reflect Valuing People principles To ensure compliance with all applicable assurance and governance frameworks for the NHS To explicitly meet the Healthcare Commission expectations for quality of service delivery
