Informal Network Monitoring, Evaluation and Results Based Budget Management Elements for Discussion Roberto Garcia-Lopez (IDB) Jaime Saavedra (WB)

2 Objetives (I) Establish a country-owned space to facilitate interaction and mutual learning in the different aspects related to monitoring and evaluation of policies and programs. use of these systems in sector ministries planning and management. and the use of these systems in the budgetary and policy decision making process.

3 Objectives (II) Contribute to the sustainability and strenghthening of country systems and to the institutionalization of M&E  De una politica de gobierno a una politica de estado

4 Specific Objectives Improve the flow of information Facilitate learning about best practices in other countries Learn more about own flaws Learn about what failed on other countries Learn more about how to overcome technical and political challenges Contribute to increase within country capacities Facilitate knowing where and how to find help

5 Whom? Principle: open and flexible network, attracting decision-makers, implementators, experts in and outside the government. High level officiers from sectoral ministries, finance ministries, planning departments. Congress members/advisors Academicians Consultants and experts Multilateral organizations and interested bilateral donors.

6 What? Follow up conferences Promotion and facilitation of study tours Website Facilitation of access to resources materials, (including library of evaluation findings, meta-analysis, etc) Formal in-country training activities Use of interactive distance learning techniques (GDLN)

7 This network should facilitate regional activities where synergies are exploited, and countries make the most of externalities Should complement and leverage country level efforts and the support that WB and IDB teams are providing to countries

8 Role of the IDB and WB Facilitate country level needs assessments Information brokers Facilitate conferences Facilitate study tours and other learning activities within LAC and across other regions. Jumpstart specific activities (Website, GDLN,etc)  ownership should be of the countries, initiative has to pass the demand test.
