Tensions in SC
Where did they come from? Tension between the Up Country and Low Country were made worse by the Revolution Up Country/ Back country North west part of state First settled by traders and woodsman; considered “uncivilized” by Low Country Larger white population Low Country First area settled in state Plantations More wealthy planters
Why was there tension? Economic differences Upcountry- subsistence (enough to feed family) farmers, few owned slaves Low Country- planter elite, social status based on # of slaves owned Economy suffered as a result of the Revolution Slow to improve; ties cut with England really hurt (No getting British bounties anymore) Poor crop yields Would not recover until cotton saved it in early 1800s
Representation Major source of tension LC had very little respect for Upcountry Charleston= major source of legal business, greater representation Upcountry had to travel far to do business counties and county courts created Capitol moved to Columbia Did help ease the tensions slightly
Representation continued… LC resisted giving UC more representation Feared they would not support slavery Cotton gin Created more need for slaves in the Back Country and it made cotton a cash crop As need for slaves grew in the Back Country, LC became more willing to share power Compromise of 1808 Legislature reapportionment(became more equal) Representation based on white population and amount of taxable property (including slaves) LC still had more control over govt, but it was getting to be more equal
