Why We All Got Involved Traffic Concerns throughout our Neighborhoods Large Amount of Undeveloped Land UGB Expansion Bordering our NA These issues are interlinked, especially with the proposed UGB expansion

What is the SEBNA Board Doing Getting started, learning roles and responsibilities – Partnering with other NA’s and Anne/Justin from the City to learn – Getting involved in the NA Roundtable Nan Loveland (OFDNA) is an excellent resource Land Use Chair position being established – As developers begin working their property, we will be involved UGB Expansion scenarios for the Thumb – Working closely with the decision makers to ensure our concerns are addressed

SEBNA Location SEBNA is roughly bordered by Murphy Rd, 15 th St, Knott Rd, China Hat Rd, and Highway 97 Small amount of tax lots Significant amount of undeveloped land Bordering UGB Proposed Expansion (“Thumb”)

Our Vision for SE Bend Controlled development targeting mixed use, self contained communities Traffic improvements on existing roadways – Safety improvements for high use roads including county roads – New development must address traffic patterns in and out of the development Increase in amenities normally seen in other neighborhoods – Restaurants, shops, employment opportunities

UGB Expansion into the Thumb 500 housing units 1,200 jobs Potential for new High School Significant Increase in Traffic in the area, no direct entrance off H97 – Concern that traffic will use existing streets that are already overwhelmed – Requesting why the tip of the Thumb is not included in UGB

Subareas: The “Thumb” Key advantages: – Master planning opportunities – Housing affordability – Well-suited to a wide range of uses (Ward) – South end of US 97 relatively uncongested Key disadvantages: – Connectivity limited unless full collector system built from China Hat to Knott (highway & RR barriers) – Canal creates barriers – Reliant on US 97 – Long avg trip lengths – Fully in Elk/Deer Range – Impacts Arnold Irrigation Dist. – DWPAs – concern for certain uses
