1 CSLB#: Residential and Small Scale Solar Access to EDC SREC Finance Programs BPU Solar Transition Working Group Evan Dube Director of Government Affairs SunRun February 16, 2012

22 Residential and Small Scale Solar Meet the Policy Goals of the EMP The Governor’s EMP focuses on renewable development that will spur business and economic development in New Jersey Residential and small scale solar create: Investment in local communities to provide fulltime jobs to employees to sell, install and maintain systems where they live and work. The majority of businesses that provide more than 50,000 solar installation jobs nationwide. The opportunity for New Jersey residents and small businesses to manage and reduce their electricity costs.

33 Residential Solar is Increasingly Available to Middle/Lower Income Households Residential solar allows a wide range of households across New Jersey to take control of the electricity costs More than 1/4 of SunRun customers in New Jersey report household incomes at or below the state median; more than a 1/3 are over the age of 60. In % of residential installations in New Jersey were in communities at or below median income levels.

44 Distributed Generation Helps Leverage New Jersey’s Existing Infrastructure Distributed generation provides numerous grid benefits Reduces grid congestion Minimizes losses from transmission Defers the need for additional generation and transmission investments

55 Recommendations For Increased Residential and Small Scale Access to EDC Programs Implement administrative modifications to the EDC programs to accommodate the distinct development cycle of residential and small scale solar. Allow for continued residential and small scale market penetration by providing access to the EDC programs in the form of a carve out.
