2 Technical Advisory Committee May 8, 2008 Description of Recommendation Build Rothwood 345/138 kV substation. Add 800 MVA auto looping 345 kV ckt 74 Kuykendahl tap - King and 138 kV ckt 66 Tomball - Westfield where 345 kV ckt crosses Rayford tap section. Loop in only one of the tap sections. Convert Rayford into a loop tap substation Cost: $21,500,000 Upgrade ckt 66 Tomball - Rothwood - Rayford to a minimum continuous rating of 360 MVA and minimum emergency rating of 440 MVA Cost: $1,500,000 TOTAL COST: $23,000,000 Scheduled in-service prior to Summer 2010

6 Discussion of Options Both options meet reliability requirements The Rothwood Substation additionally resolves congestion on the Tomball autos ($2.7M in annual production cost savings) which is not resolved by reconductor projects alone Rothwood would eventually be needed for reliability in Option 1 (shown as needed in 2013). Deferral of Rothwood substation by three years in Option 1, with deferral of the associated production cost savings, does not offset the additional cost of the reconductor projects.
