Introduction COICOP - Classification of Individual Consumption by Purpose Custodian – United Nations Main domains using it: National accounts, Household Budget surveys (HBS), Price Statistics (HICP) and Purchasing Power Parities (PPP). Parts of COICOP also used in food safety statistics or environment statistics. 2

Past situation  All domains follow a classification consistent with the UN version at four-digit level. But…  A need for more detail for CPI, HBS and PPP was expressed.  More detailed classifications were developed, but… not with a co-ordinated approach!  There were discrepancies between the classifications used in HICP, PPP and HBS as well as among those used at national level for prices data collection. What has been done? Task Force launched 2010 Classifications section HICP PPPS HBS Food safety statistics Environment statistics Draft revised five- digit level COICOP that could be used in all domains Based on the version produced by the COICOP classification/HICP Task Force in

Why? The development of one single and harmonised classification for the ESS. The development of a more detailed classification. The solution of a number of existing problems and the incorporation of recent developments in consumer markets. Since the introduction of COICOP in 1999 the consumer market products have changed. New products need to be reflected in the classification! 5
