Revenue Sources - Prop 218 Procedures for property-related fees and charges – Water, sewer and solid waste service fees subject to public hearing, notice and majority protest procedure for approval – All other property related fees have an additional voter approval process Majority approval of affected property owners, or Two-thirds registered voter approval – Stormwater fees have been classified by courts as the later – AB 2403 amended the definition of “water” to include stormwater captured as water supply
