Observations on the Achievements vis a vis Targets of ProGED Ms Elpe P Canoog Senior Adviser M&E, GIZ ProGED Second ProGED Monitoring and Replanning Meeting 27 to 28 August 2014 Bohol Bee Farm Dao, Dauis, Bohol

Line of Intervention 1 Information & Awareness on GED Commission Indicator 2 At least 25 entrepreneurs (men and women) that are contributing to an environment friendly and climate smart (mitigation and adaptation) economic development are publicly recognized on the basis of a standardized and transparent approach.

Observations and Suggestions (1) process indicators where the Project has already exceeded their targets number of greening sensitization (183 percent for 2014 and 117 percent for the three year period) number of participants of greening sensitization events August 2014 (250 percent for 2014 and 119 percent for the three year period)  might be good to adjust the target for the two process indicators based on implementation experience; then also include the target for the seven more replication provinces to be covered in 2015 hint for planning: average no of participants for greening sensitization events has been noted to be 55

Observations and Suggestions (2) process indicators where the Project is moving well into achieving their targets no of information materials / knowledge products on good greening practices of MSMEs and LGUs prepared (29 percent for 2014 and 69 percent for the three year period) list of national and international awards prepared (and regularly updated): already achieved as of 22 Aug 14

Observations and Suggestions (3)  process indicators where the Project’s achievement of their targets is low o number of MSMEs supported for nomination to green awards (43 percent for 2014 and 33 percent for the three year period) o number of MSMEs awarded / publicly recognized (6 percent for 2014 and 3 percent for the three year period)

Commission Indicator 3 At least 200 MSMEs (led by men and women) have implemented recommendations on measures to increase competitiveness by adopting an environment friendly and climate smart (mitigation and adaptation) business model (for instance through waste reduction, resource efficiency, climate risk management) that were suggested by capacitated service providers (such as trainings, energy audits, walk throughs). Line of Intervention 2 Green Service Facilitation and Matchmaking

Observations and Suggestions (1) process indicator where the Project has exceeded its target number of MSMEs signifying interest to avail of GSPs and GTSs (126 percent for the three year period)  2014 target may have to be adjusted and for 2015 target has to consider already those from the seven additional replication provinces process indicators where the Project is faring well in achieving their targets number of profiles of GSPs and their service packages prepared list and / or catalogues of GTSs prepared (and updated) number of green finance info materials / KPs prepared

Observations and Suggestions (2) number of green financing events conducted (47 percent for 2014 and 37 percent for the three year period)  hint for planning: consider target of seven more replication provinces to be covered in 2015; ave no of participants in green financing events has been noted to be 54. number of companies introducing environment friendly ways of doing business to their suppliers (64 percent) while achieve- ment for the three year period appears to be low (38 percent) Note: Assessment could not be “properly” made on number of MSMEs / suppliers adopting green practices introduced by their buyers because in general NO Targets have been made

Observations and Suggestions (3) number of MSMEs greening their operations (37 percent for 2014 and 20 percent for the three year period  process indicators where achievement on their targets is low o number of match making activities conducted (47 percent for 2014 and 37 percent for the three year period  hint for planning: average number of participants for match making event has been noted to be 45 o number of MSMEs availing of GSPs and GTSs (17 percent for 2014 and 15 percent for the three year period)

Line of Intervention 3 Green Framework Conditions Commission Indicator 1 The Department of Trade and Industry (DTI) applies the piloted approaches on environment friendly and climate smart (mitigation and adaptation) inclusive economic development, which take into account the special interests of men and women and address potential conflicts, in at least 14 LGUs outside of the pilot areas on the basis of a replication strategy

Line of Intervention 3 Green Framework Conditions Commission Indicator 4 MSME development councils (comprising representatives of LGUs, private sector, NGAs) have passed at least 10 resolutions on environment friendly and climate smart inclusive economic development, of which at least 3 are addressed to the national level

Observations and Suggestions (1) process indicators where the Project’s achievement has already exceeded their targets number of learning events for DTI and other stakeholders conducted / facilitated (200 percent for 2014 and 78 percent for the three year period number of DTI staff and other stakeholders participating in the GED learning events (158% for 2014 and 79% for the three year period)  might be good to adjust targets based on implementation experience; hint for planning: average number of participants in GED learning event has been noted to be 21.

Observations and Suggestions (3) number of DTI programs and projects integrating green approaches implemented at the provincial level number of provincial / regional GED network meetings conducted number of stakeholders participating in provincial /regional GED network meetings  hints for planning: average no of stakeholders participating in GED network meeting has been noted to be 17 number of subnational level resolutions submitted to the national level

Observations and Suggestions (4)  process indicators where the achievement of the project is low o climate smart location concept note prepared o number of green projects and / or initiatives implemented (11 percent for 2014 and 6 percent for the three year period) o number of resolutions passed at the subnational level (22 percent for 2014 and 24 percent for the three year period)
