Knowledge for welfare and health National Research and Development Centre for Welfare and Health Kyiv March 22, The National Research and Development Centre for Welfare and Health, STAKES, Finland  STAKES is a sector research institute under the Ministry of Social Affairs and Health. Its core functions are research, development and information production.  Social and health care services are integrated in Finland in the same Ministry, and their practical implementation is largely delegated to local governments. STAKES has a mediating role in the relationship between central and local governments. This role is mainly based on research and development work, as well as extensive cooperation at national and international level.  STAKES also maintains a number of registers and statistics on social and health care.

Project Purpose:  A replicable model of gate-keeping and community-based services for children and families in Kyiv oblast developed including children with disabilities.
