Community Development approach To work within government’s existing administrative structure and drive approach within the government system of development planning and implementation. Supporting government’s initiatives towards greater decentralisation and capacity development (2001 decree on decentralisation) Promoting village committees for self-governance

Community Development Objective Strengthening the capacities of existing village authorities to engage in participatory development planning and management by themselves Enable the communities to be pro-active participants in the development process and be able to make better use of their natural and human resources for their own economic well being according to their potential, initiative and ownership. Village Development Plans (VDP) are the tool for engaging in development work in a village In 76 target villages and 11 non target villages VDPs have been developed VDP are used base for District Socio- Economic Development Planning, AWPB Community Development Results and Achievements

Advantage Local ownership (participation from villagers on planning, implementing, village basic need) Villagers are more outspoken, start to take up their issues Government have ownership tostrengthen the capacity of Village authorities and communities 12 VCDW able to do VDP planning by themselves and able train others VDP assist villager to make CDP, support to government policy. (PM Instruction 01/2000)

Framework coordination and linkages need more discuss between different levels. More capacity development to local staff The VDP is a bit long, Lao Govt can not afford, still need more simplified and adjustment Community Development Lessons learned
