The Second New Deal 1935-1938 “...was a retreat from the aggressive liberal agenda of the first New Deal.” FDR wanted more conservative legislation First New Deal passed 15 legislations, the Second passed less than half of that Passed the Social Security Act, National Labor Unions Act (Wagner Act), Indian Reorganization Act (IRA), Works Progress Administration (WPA), United States Housing Authority, Soil Conservation and Domestic Allotment Act, Second Agricultural Adjustment Act, Fair Labor Standards Act

Theda Skocpol sociologist and political scientist at Harvard “has emphasized the issue of ‘state capacity’ as an important New Deal constraint; ambitious reform ideas often foundered, she argues, because of the absence of a government bureaucracy with sufficient strength and expertise to shape or administer them.”

James T. Patterson American historian “Patterson provides both general insight and specific examples of how the New Deal affected federalism in the U.S. Good general survey.”
