Resocialization as a measure diminishing social exclusion and promoting employment 1March 2013

Resocialization – measures promoting legal behaviour and comprehension based on socially positive values of convicts Resocialization would mitigate the causes of offences and decrease their likelihood: problematic behavior addictions unwillingness or inability to work Without sufficient resocialization process the prisoner is under an increased risk of poverty and social exclusion Resocialized prisoner after serving his sentence is able and willing to be involved in legal employment and participate fully in a society

Central Problems Prisoners are currently strongly involved in the risk group of poverty, social exclusion and potential recidivism: very hard to enter legal job markets  not all prisoners have profession or certificate of general education Problem to have a legal income Permanent place of residence Receive social assistance Medical condition of prisoners prevents a successful resocialization Comparably very low health condition and high addiction rate  up to 10 times higher number of continuous and untreated chronic and infection deseases compared to other social groups

Current situation: 2011 – approximately 96 % of prisoners is a labour force reserve

Ratio of Recidivism Approximately 60 % of imprisoned persons are serving the sentence repeatedly

Solutions (I): Develop a re-socialization system for imprisoned persons and ex-convicts by: Ensuring services/activities that aim to correct the behavior and guarantees a social rehabilitation during the imprisonment Developing targeted educational and employment processes for prisoners Providing a psychological and mental care for prisoners Social rehabilitation of ex-convicts within the probation service

Solutions (II): Develop a medical infrastructure of imprisoned persons Implement health care services Ensure medical equipment Improve household conditions and hygienic of prisoners Ensure disease prevention (incl. The education of prisoners on disease prevention) Decrease the level of addicted prisoners and ex-convicts Implement different methods reducing the addiction (alcohol, drugs, psychotropic and toxic substances, gambling) in prisons Provide activities preventing the spread of addiction in prisons Ensure possibilities to treat persons with addiction from alcohol, drugs, psychotropic and toxic substances by strengthening the system of identifying the existence of addiction Ensure the availability of specific health services to low income and juvenile probation service clients
