UNDP HAITI Strengthening capacity, coordination & M&E for preparedness & response (and DRR)

CONTEXT – ECHO 2010 Project  Government capacity massively disrupted/discredited in January  Huge numbers of ‘new’ partners.  Continuing high levels of risk.  Raised awareness of the importance of disaster preparedness & risk reduction.  Gap between government and international partners/activities/approaches.

ECHO : Key achievements - Supporting capacity of the DPC for preparedness & response in the aftermath of the 2010 earthquake. Eg: DPC staffing at dept level; trainings at national/departmental levels; Contingency plans (dept and national) & SIMEX. - Reinforcing coordination between the Govt and its partners e.g. NGOs & Red Cross. - Setting up a common office for DPC partner projects. - HFA Progress review

ECHO : Key achievements - Setting up a National Platform for coordination of NGOs in DRR:...Linking Govt and NGO work for a more coherent approach. - Reinforcing coordination and advocacy capacity of UNDP for DRR. Eg. strengthening coordination between partners on DRR e.g. Donors. - Starting a process of reinforcement of Monitoring/Evaluation for the govt.

Key tools/procedures/initiatives - HFA Progress Review: …Adapting global tool for the Haitian context. - Planning for hurricane seasons:...Harmonized contingency plans (btw govt and int’l partners) at national & departmental levels - Mapping NGO contributions to DRR in Haiti:...Development of a mapping process for NGO contributions (geographic & HFA areas).

Key tools/procedures/initiatives - Strategic framework on M&E for the Govt and sectors involved in EPR : Development of mechanisms and tools for tracking civil protection activities and needs at sub-national level (ongoing) - Training for Preparedness & Response Strengthening existing courses. - [Methodology development for a comprehensive capacity assessment for prep & response.]
