Dreams of artists trapped between good intentions and realpolitik The example of a foreign cultural policy (France- Poland) Jean-Yves Potel, Paris EFRP workshop Poznan, April 2010

2 How can a foreign public policy be useful in the fields of culture and art? The usual answer combines two complementary objectives: – to promote the national culture: the aim of national influence – cooperation with the host country’s culture: the aim of intercultural exchanges. And yet, experience has long proven that these good intentions quickly get drowned in “cultural diplomacy”.
