Virtual Oregon Natural Resources Data Clearinghouse Strawman Functional Requirements 4/9/03 Overall goal: Make Oregon natural resources data readily available over the Internet.

Level I Requirements A. House and serve metadata for Oregon natural resources data B. Provide direction to sources of natural resources data and information on data quality and characteristics C. Serve selected OWEB data D. Maintain and update Web content efficiently in a controlled environment

Level II Requirements A. House and serve metadata for Oregon natural resources data 1. Make metadata searchable 2. Ensure adherence to standards a. FGDC b. State c. Library of Congress 3. Manage and maintain metadata

Level II Requirements B. Provide direction to sources of natural resources data and information on data quality and characteristics 1. Provide multiple search paradigms, including geographic by Oregon Plan basin 2. Furnish information to guide user's search (e.g. links, contact information, navigation aids) 3. Provide information to assess data (e.g. file size, format, scale, previews)

Level II Requirements C. Serve selected OWEB data 1. Present downloadable files to user 2. Provide estimate of download time 3. Initiate file transfer at user request 4. Make transfer mechanism transparent to user

Level II Requirements D. Maintain and update Web content efficiently in a controlled environment 1. Make Web content database-driven 2. Provide the means for online user/provider input 3. Establish process with providers for data update
