As the economies develop, if no precautions or steps are taken to reduce or avoid new vulnerabilities, disasters will affect their growth sustainability in one way or another. The less developed the economy is, the more severe disasters magnitude will be due to its limited resilience capacity.

DEVELOPMENT AND VULNERABILITY If development processes do not contemplate reduction of existing risks of disaster, vulnerabilities will increase.

The APEC Forum is aware of the increase of disasters impact and how it affects the member economies. The capacity of communities or economies to prevent the impact of disasters and to recover from it (resilience), require clear decisions to be made with regard to: - Decentralization policies - Availability of technical and financial resources - Development of efficient control-mechanisms. RISK REDUCTION: NECESSARY FOR DEVELOPMENT

Disasters scale is increasing and disasters affecting several economies simultaneously are becoming more often. Development, competitivity, and production goals will not be sustainable unless concrete steps for disaster risk reduction are taken. Coordinated action is fundamental as well as harmonization of tools that facilitate assistance to the communities affected. A Regional Strategy for Disaster Reduction may be a valuable instrument for the promotion of sustainable development. RISK REDUCTION: NECESSARY FOR DEVELOPMENT

INDECI submitted, in August 2007 in Cairns, Australia, the proposal for a “Preparation of a Strategy for Disaster Risk Reduction and Emergency Preparedness and Response in the Asia-Pacific Region: ” In March 2008, the project was approved. It includes two phases: 1º Preparation of a working paper 2º CEO Seminar event, to analize the paper The process began in April, with the formation of the technical and consulting teams made up of experts in risk management. This process allowed the formulation of the Strategy outline, which was submitted to he economies for consideration. STRATEGIC FORMULATION BACKGROUND
