The OPPAGA Report In July of 2007, OPPAGA published the report, “University Centers and Institutes Report Many Benefits; the Oversight Process Needs to Be Strengthened”

Reported Benefits of Institutes and Centers 1 Benefits Advancing Knowledge in Technical Fields of Study oProviding Equipment Access oDisseminating Research Findings Achieving University Missions oStudent Instruction oAttracting Research Funding Improving Citizens’ Lives oAddressing State and Local Problems oSupporting Economic Growth oMaking Scientific Advances in Health Care 1 OPPAGA: University Centers and Institutes Report Many Benefits; the Oversight Process Needs to Be Strengthened

OPPAGA Recommendations Ensure that universities require centers and institutes to establish performance-based goals and objectives. Conduct periodic performance evaluations of institutes and centers. Ensure that evaluations provide information on efficiency, effectiveness, and movement towards mission.

A Board of Governors Regulation is proposed to address the concerns raised by OPPAGA regarding institute and center accountability. BOG Regulation Specifies that University Boards of Trustees must adopt policies for governance of university institutes and centers. Lays out requirements for establishment, reporting, evaluation and disbanding of State of Florida institutes and centers

Other SUS “Institute” or “Center” entities may need further discussion and review to ensure accountability: BOG Regulation Institute for Human and Machine Cognition -- UWF Moffitt Cancer Center -- USF
