First PPR Roadmap meeting for the Middle-East Doha, Qatar – 2-3 December 2015 First PPR Roadmap meeting for the Middle East - Doha, Qatar – 2-3 December 2015

A Companion Tool of the Global Strategy for the Control and Eradication of PPR to monitor its proper implementation and assess progress (Can be used as a standalone Tool) 2

3 3 components  PPR control and eradication  Strengthening VS  Improving the prevention and control of other major diseases of small ruminants 3 levels of intervention  National  Regional  Global PMAT focus

is based on the four different stages identified in the PPR Global Strategy 4 The Stages correspond to a combination of decreasing levels of epidemiological risk and increasing levels of prevention and control

is based on the five technical elements identified in the PPR Global Strategy (Component 1) 5 Diagnostic Surveillance Prevention and control Legal framework Stakeholder involvement

7 Each Stage is described by the following aspects: ActivitiesOutcomes

is based on the Enabling Environment concept, whereby efficient VS are indispensable for the successful and sustainable implementation of PPR (and other major TADs) prevention and control activities 8 Therefore, VS capacity must be reinforced as the country moves along the PPR Stages (‘progressive institutionalisation of PPR prevention and control’) 12 CCs 27 CCs 29 CCs 33 CCs

Objective of the PMAT  To qualify countries at the appropriate stage along the step-wise approach for the control and eradication of PPR 9 Where? How? [assessment tool] [monitoring tool]  To monitor progress within a given Stage and provide an indicative list of activities to implement in the year to come (annual PPR Roadmap)

12 A5  Train veterinary officers from central and peripheral level on value chain and risk analysis I5  Number of Veterinarians at central, regional (Province, Directorate, district….) level involved in value chain and risk analysis trained (target: 75% of the staff has received training before 12 months after entering into Stage 1, 100% before 2 years )

14 Fully achieved Partially achieved Not achieved Not applicable Comments Q2  Value chains and risk analysis studies have provided a good understanding of hotspots and transmission pathways to an extent that those can be specifically targeted and mitigated (basis for implementing a Risk based strategic plan to move to stage 2) [A5 – I5; A6 – I6] A5  Train veterinary officers from central and peripheral level on value chain and risk analysis I5  Number of Veterinarians at central, regional (Province, Directorate, district….) level involved in value chain and risk analysis trained (target: 75% of the staff has received training before 12 months after entering into Stage 1, 100% before 2 years ) A6  (VS) Identify risks hotspots and transmission pathways using the value chains and risk analysis principles I6  Number of meetings organized by the Veterinary Services to identify and involve stakeholders along the value chain. Evidence of meetings should be available through minutes of the meetings (target: at least one meeting per year at national level and if possible one meeting during the first two years at each regional level)Number of hotspots identified (no specific targets) x A5 and A6 achieved (targets) x A5 not achieved (target) or A6 not achieved (target) or Neither A5 nor A6 achieved

Fully achieved Partially achieved Not achieved Not applicable Comments Q7  The VS compile and maintain data and have the capability to carry out risk analysis. The majority of risk management measures are based on risk assessment [CC II.3 level 3] x - Addressing PVS results confidentiality issue - No PVS Assessment or Assessment older than 3 years  request for a PVS Assessment mission If level  3  Fully achieved If level < 3  partially achieved

19 ‘Gateway’ to enter the step-wise approach Stage 2 ‘Gateway’ Stage 3 ‘Gateway’ Stage 4 ‘Gateway’ ‘Gateway’  To fulfill: -The requirement of the preceding Stage + Requirements to enter the next Stage (GCES) ‘Gateway’  To fulfill: -The requirement of the preceding Stage + Requirements to enter the next Stage (GCES) Moving to the next Stage

20 Moving to the next Stage

21 To move to the next stage, all ‘mandatory’ questions (Q1, Q2, Q3) must be achieved; this is not the case in this example, the country cannot move to Stage 2 (if external assessment, it can be granted with a ‘provisional status 1 or 2’ until all documents are provided and compliant)

How to use the PMAT? 22 [monitoring tool]  To monitor progress within a given Stage and provide an indicative list of activities to implement in the year to come (annual PPR Roadmap)  ‘Self-assessment mode’

How to use the PMAT? 23 [assessment tool]  To qualify countries at the appropriate stage along the step-wise approach for the control and eradication of PPR  ‘External assessment mode’ (GF- TADs Acceptance involving a Regional Advisory Group)
