Day I Working Group Discussions Covered:  Micro-level utility Benchmarking  Global WOP Alliance’s knowledge management function: how can this be enabled by web-enabling and/or geo-referencing  Enhancing existing benchmarking systems through geo-referencing

Draft Action Plan for Pilot Implementation Pilot implementation of “GRUBS – Limited” or “IB- NET – Plus”:  Select of 4 African utilities to participate (based on interest and capacity needed for participation) plus Zanzibar (for synergies with h2o)  Work collaboratively with selected utilities on developing digitized network maps (block maps) for their service areas

Draft Action Plan – cont’d  Work closely with utilities to select 3-4 key indicators that will enable analysis of performance variability within utility coverage areas.  Collect needed data  Overlay with other relevant data sets e.g. poverty (where available) to understand potentials and gaps  Develop the model to analyze performance within the utility at the “micro-level” e.g. city-level, poverty- pockets, etc.  Investigate/elaborate the potential of the model for informing policy, investment planning, etc.

Draft Action Plan – cont’d  Develop useful aggregate performance indicators (e.g. pro-poor investment, equity) that would enable comparison of participating utilities’ performance based on analysis of service coverage on the “micro-level”  Review the results to provide feedback to IB-NET on how can they enhance their system, make it more user-friendly, etc.
