Standing up a VSOE Site in The Hawaiian Islands Dan M. Davis HPC-Education

Leveraging the Maui High Performance Computing Center (MHPCC) contract, and building on a significant USC DEN and Alumni population already on Maui, formalize and then expand the physical presence of the Viturbi School of Engineering in the Hawaiian Islands, attracting USC-quality undergraduates and graduate students from the Pacific Rim, Hawai‘i and the Mainland, culminating in a self-contained campus capable of providing bachelor and masters degrees. 2 © Dan M.  Any action must: Enhance USC academic standing Provide economic benefits to USC system Run low risk of harming either standing or finances  Assumptions: Campus Reaction/Inclination  Dean VSOE  President  Development ISI © Dan M. Davis

 Phase I – Quiet, sub rosa infiltration Year 1 – establish presence at MHPCC and on Maui Year 2 – provide recruiting and support services to DEN student Year 3 – teach some DEN classes live at MRTP  Phase II – Consolidation at VSOE-level Year 4 – socialize concept of teaching a few undergrad courses Year 5 – attract and quantify quality students and adjuncts Year 6 – Dean’s consent to teach a few undergrad courses on Maui  Phase III – USC-level recognition & charter Year 7 – seek University permission to establish degree program Year 8 – accept first undergraduate class on Maui Year 9 – commence campus selection, acquisition and construction © Dan M. Davis

 Start near Maui High Performance Computing Center  Set up on Maui Research and Technical Park (MRTP)  Existing base: current USC DEN grad students  Growth base: high-potential students of Pacific Rim  USC on Maui to grow at steady rate for a decade to: Student body ~fifteen hundred undergraduates Graduate students ~one thousand masters students.  This would require a similarly-sized faculty and staff.  Estimated gross revenue O(250) million dollars a year © Dan M. Davis

 The progression envisioned: begin with serving the local DEN students motivate the local USC alumni  Follow with formalizing a locus of USC activities initially at MHPCC later at some minimal office conference room space in MRTP.  Then an initial survey and analysis of students from: Hawai‘i the PacRim the Mainland.  As Masters level student population grow, seek: larger classroom spaces authority to teach some classes on-island enlarge the USC footprint. © Dan M. Davis

 Add some undergraduate programs for  students on vacation; summer classes  other Masters programs  When sufficient interest was generated from prospective students >1400 combined math and verbal on the SAT get authority to stand up a separate campus  Initially use existing Residential housing space and commercial offices Offices converted to classrooms temporarily  Seek and construct a separate campus. © Dan M. Davis

9 Free standing, degree-granting program on a new Hawaiian campus of the University of Southern California On Maui and the other Hawaiian Islands.

 Still awaiting word on MHPCC contract  Second largest alumni group in Hawai‘i – USC  Largest granter of MS degrees on Maui – USC  Relations with Senator Inouye – good  Contacts with new Senator – being developed  Contacts with UH system on Maui – good  Contacts with UH Manoa on O‘ahu – good  Number of available Adjunct Profs. – good  Desirability of USC’s presence - high 10 © Dan M. Davis 2012

2012 – Establish Maui presence 2013 – Offer support services to DEN & Alumni 2014 – Begin teaching DEN classes on Maui 2015 – Socialize and investigate undergrads on Maui 2016 – Attract faculty and students 2017 – Get VSOE permission for undergrad classes 2018 – Get University permission for degree program 2019 – Accept first class of ~ – Procure land and build campus for ~2.5K 2022 – Move to campus 2023 – Present students for first commencement © Dan M. Davis

 Where are the good markets (Japan, China …)?  How would Maui be a viable revenue center?  Could the USC quality be sustained/improved?  Useful to rely on bi-lingual instructors?  Hastings model (twilight tour for big names)?  What are the barriers to making this work?  Can meta-cognitive training become effective?  How to best ensure local support?  ????????????? © Dan M.
