(Sensor unable, calibration problem, sensor not working, etc.) 2.As we stated earlier, two humans may not agree on those conditions. With this method, too often, the final decision about pavement condition is wrong.
The STORM Vision Way From raw data, create measures of Yes that can vary from No to Absolutely, or anything in between. Combine these measures of Yes to form new measures of Yes. Ideally, report final “decisions” as Yes, No, or something in between. To support NTCIP-ESS, use only these final reports to make Yes/No decisions.
