CONURBANT - IEE/10/380/SI Introduction Task 2 of WP6 is related to the monitoring and evaluation of WP3 (Institutionalization) and it consists on: Subtask 2.1 → Monitoring and evaluation of surveys; Subtask 2.2 → Monitoring and evaluation on Municipal energy policy strategies. TOOL USED for 2.1: Quantitative Survey excel TOOL USED for 2.2: the evaluation of the institutionalisation is based on the data gathered by the different municipalities in Report 3.2 according to different technical environmental tools: Planning tools; Environmental management tools; GHG Data management; Communication tools.

CONURBANT - IEE/10/380/SI Methodology (I) For Subtask 2.1, a template was prepared to interview the municipalities according to the following issues: Role of people interviewed; Sectors of intervention (energy savings, renewable energy production, mobility, green areas and forestation, agriculture, water cycle, waste, civil sector, industry); Type of actions carried out (plans or programs, outsourcing and purchasing, municipality’s economic incentives, awareness campaigns, other); Measures on CO2 reduction.

CONURBANT - IEE/10/380/SI Methodology (II) Tipology of the information analyzed: Quantitative: –number of representatives of Conurbation towns and personnel from partner Municipalities contacted; –number of politicians and number of technicians; –% of participants interested by the survey; –% of participants committed to take part in the development of a cross-cutting energy policy strategy; –% of participants taking part in the development of the Municipal Strategy. Qualitative: comments provided by participants after the survey.

CONURBANT - IEE/10/380/SI Methodology (III) For Subtask 2.2, a template survey will be prepared for representatives and personnel of the Municipalities, once the energy stratregy will be approved, according to the following issues : Role of people interviewed; Municipal energy policy strategies developed; Sectors involved (energy savings, renewable energy production, mobility, green areas and forestation, agriculture, water cycle, waste, civil sector, industry); Typology of the information analyzed: Quantitative: –Number of Municipal energy policy strategies developed; –Number of sectors involved; –Number of politicians and technicians involved; –% of participants actually involved in its implementation. Qualitative: comments provided by participants during interviews.
