SAFETY SERVICES PROVISION I. Bejar Alonso

Transfer Executive Safety Tasks from SC to Departments In application of the document “Safety policy at CERN” (also known as SAPOCO 42), the Safety Commission will stop carrying out executive tasks related to Safety, which will be taken over by the Departments. To avoid ineffective and costly duplications, it is envisaged that some of the executive tasks could be provided as a “service” by one of the Departments to the whole CERN (including the Department that provides the service). Examples are: mechanical and electrical inspections, building inspections.

The service provider optimizes the use of the resources made available by the Organization, either by employing CERN staff or via contracts with external specialized firms. It ensures that the executive tasks it provides comply with the CERN rules, and are carried out by competent personnel. The service provider documents each intervention it does, and informs the requesting Department. It bears no responsibility for the soundness of the activity/facility or equipment it has checked. It is not responsible to ensure execution of the corrective actions possibly needed to restore safety conformity. Transfer Executive Safety Tasks from SC to Departments

Department: unit responsible for a given activity/facility In addition to ensuring safety to its personnel, the Department is fully responsible for all safety aspects related to design, procurement, installation, acceptance testing, operation, maintenance and dismantling of installations placed under its responsibility. This includes the related activities and equipment.

Transfer Executive Safety Tasks from SC to Departments It is responsible to ensure the respect of CERN Safety rules and to keep up-to-date the inventory of the hazards and risks associated to its activities. In has to ensure that the required executive tasks (e.g. inspections) are carried out, and to implement the corrective actions possibly needed to restore safety conformity. It keeps up-to-date the safety file of the equipment, and the safety documentation requested by the Safety Management System (SMS). It ensures that safety data are stored in the standard CERN databases or, should they not be available, in databases that allow input from the “service provider” and consultation input by the SC.
