Metro Orlando Defense Task Force (MODTF) Orange County City of Orlando Orlando EDC Central Florida Partnership The Corridor University of Central Florida Orange County Research & Development Authority National Center for Simulation Seminole County (no funding commitment) Task: mitigate the threat of Base Realignment and Closure (BRAC) to Naval Support Activity (NSA) Orlando and its 12 Tenant organizations—the engine that drives the $5 billion MS&T Industry in Florida!

The BRAC Threat Overcrowding at NSA Orlando requires Team Orlando tenant organizations to rent 200,000 sq ft of commercial office space at a cost of $5.4 million annually!

The Solution Acquire 200,000 – 300,000 sq ft of additional Partnership Office Space in the Research Park Lease that space back to Team Orlando tenant organizations at 20% of the cost of commercial space! Office Space Price tag $40 - $60 million

How Outreach and Advocacy Coalition Building (start here, move to the 7 central Florida counties, next expand across the entire High Tech Corridor and eventually across the State) Recruit ambassadors/champions—MODTF members and Mayor Jacobs’ MS&T Blue Ribbon Commission + civic leaders across central Florida Generate broad support in the Florida Defense Support Task Force (FDSTF) and both Houses of the Legislature The FDSTF ranked NSA Orlando the most “at risk” installation in Florida and its #1 priority for support to solve the infrastructure shortfall FDSTF grant funding in 2013, 2014 & 2015 has covered the bulk of real estate acquisition soft costs (legal, commercial real estate, appraisals, etc.) and diligence (legal, inspections, title, deposits, etc.) Recruit Legislative champions: House Speaker Steve Crisafulli has led the charge with support from Senate President Andy Gardner The MODTF request—$60 million in appropriations over 3 years ( )

Success to Date $ 8 million from 2014 Legislative session $20 million from 2015 Legislative session $TBD Million from 2016 Legislative session Partnership IV (84,000 sq ft) is on contract and should close by end of January 2016 Next steps will be driven by the outcome of the MODTF funding request ($15 million) in the current (2016) Legislative session As we start to relocate Team Orlando personnel from commercial office space, future acquisition options will become much more clear!

Request Continued support from Orange County ($25K in 2016) to help fund MODTF actions to complete the task and mitigate Team Orlando’s BRAC risk A BRAC round in 2018 is becoming much more likely!
