2 Overview This program links the effective use of practical legal tools for developing environmental requirements and ensuring environmental compliance to the role these tools play in achieving sustainable development objectives.

5 Basic Definitions  Compliance:when an actor does what the rule says, regardless of motivation.  Compliance: when an actor does what the rule says, regardless of motivation.
