REGIONAL DISASTER RESPONSE TEAM (RDRT) KEEPING IT ALIVE IN THE RC/RC MOVEMENT NS SOUTHEAST ASIA

Background: 2003 the 1 st RDRT Training was held in Malang, Indonesia; 2007 RDRT 1 st Refresher Course in Singapore; 2010 RDRT 2 nd Refresher Course in Brunei; and 2011 last 12 th RDRT Induction Course in Bandung, Indonesia A. 2005 – 1 st RDRT Southeast Asia deployment in Pakistan Earthquake; 2006 – May, East Timor Typhoon and Flooding (embedded delegate) June, Saint Bernard Landslide, Southern Leyte, Philippines December, Tsunami Banda Ache, Indonesia 2008 – Typhoon Nargis in Myanmar, 2007 – 2010 various typhoon disaster in the Philippines (includes Typhoon Fengshen, Ketsana and Megi in the Philippines) 2010 – Pakistan Flood C. KEEPING THE RDRT ALIVE IN THE NS SOUTHEAST ASIA REGION How the current RDRT will be active again? Who will take the lead of the RDRT in Southeast Asia Region? How will the RDRT in Southeast Asia will be mobilize in future disaster? Example Super Typhoon in the Philippines, if such to happen again? What program should it fit within the NS priorities to make RDRT active again? What support of the IFRC – SEA Regional Office can provide to each NS and as a SEA – NS Region when activate and need to mobilize RDRT? and How will we make RDRT as the premier regional response tool within SEA – NS, utilizing its current manpower and assets? i.e. WATSAN, Health, Search and Rescue, IT, Logistics, etc. FAQ:

What is SEA - Regional Disaster Response Team (RDRT)? Composite team of professional individual from the SEA National Societies with various expertise on relief, watsan, social and welfare, logistics, health, shelter – camp management, and IT to support a NS of a stricken area of a large scale disaster. Supported by the IFRC in a region, once a request is made by a NS and a disaster with a global disaster impact of category 3 to 5.

Terms of Reference: Scope of work or mission (within the disaster emergency and recovery period); Duration (maximum of 60 days); NS Memorandum of Agreement for use of RDRT; Basic RDRT personal and team equipment; RDRT Readiness and Preparedness Program; Activation Protocols (includes alert, mobilization, and deployment); Operational Standard Operating Procedures (including stand-down phase); General roles and responsibilities of the RDRT to support/ EMBEDDED to Host NS; Role and Responsibilities of the RDRT once embedded with the IFRC – ERU or FACT; RDRT benefits during deployment (i.e. medical and accident insurance, daily per diem, accommodation, transportation country-to-country, etc)

Safety and security protocols based on IFRC standards within the country mission; RDRT team and communication structures on field mission; End mission protocols (reports, debriefing, and hand-over); and Criteria’s (selection and recruitment of RDRT members): At least 1 year experience in the disaster response operation in the country represent; Passed the National Disaster Response Team Training of the NS; Language skills (English) Good report writing (knowledgeable to write a report) Possess at least two specialized skills such as relief, watsan, social and welfare, logistics, health, shelter – camp management, and IT; Can work within a Team (team player); Self-reliance and discipline; and Written endorsement by the NS to be qualified as RDRT member.
