Something used to happen: something happened regularly in the past but no longer happens. We also say used to when something was true but isn’t true anymore. Dennis stopped smoking two years ago. He doesn’t smoke anymore. But he used to smoke. He used to smoke 40 cigarettes a day.

 I used to do something is past. There is no present form. You cannot say “I use to do”.  To talk about a habit in the present, use the Simple Present.  The question form is Did use to…?  Did you use to eat a lot of candy when you were little?  No, I didn’t use to eat a lot of candy back then.
