2 Key Items (Monitored ) AchievementsCritical Points 1. Regularity in Serving Meal Fresh cooked meal given to primary and Upper primary school children on school day in both districts. The meals are cooked at centralized kitchens of MDM Suppliers.

3 Key Items (Monitored ) Achievements Critical Points 2. Trends In East Delhi 89% of primary and 86% of upper primary school children had availed meal as per MDM register. Monitoring institution(MI) observed on visit day 82% of primary and 75% of upper primary school children actual availed MDM in East Delhi. In North East Delhi 90% of primary school and 74% of upper primary children had availed meal as per MDM register. Monitoring institution(MI) observed on visit day 81% of primary 61% of upper primary children had actual availed in North East Delhi District. Difference reveals actual consumption of meal 7% in primary and 12% in upper primary in East Delhi and 9% in primary and 13% in upper primary in North East Delhi. In 85% schools prepared meal card on attendance basis rather than actual meal consumption basis. Meal

4 Key Items (Monitored ) AchievementsCritical Points 3.Regularity in Delivering Food Grains and cooking cost to school/ MDM supplier. Mid-day meal suppliers of Directorate of Education (DOE) reported food grains are delivered to them in advance in both districts. Cooking cost payments through banking channel. Suppliers of East Delhi Municipal corporation (EDMC) informed they received food grains 50days after supplying meals in both districts. MDM suppliers reported cooking cost is not paid to them in advance. Suppliers are received cooking cost about days after the supplying meals to schools.

5 Key Items (Monitored) Achievements Critical Points 4. QUALITY & QUANTITY OF MEAL: School children's reported received average quality and less quantity of cooked meals as prescribed norms by Education Department. The quality of puris and Rice was not satisfactory; puris were found to be hard; many a time under cooked or over cooked puri and rice are served in MDMs. Nearly 57% of primary and upper primary school children informed puris and rice quantity was not sufficient. About 52% Children not liked halwa and black channa. MDM Menu should be finalized with consultation with student teacher and Parents and it should be changed in frequent interval. School level MDM committee members/MDM in- charge/principals rarely taste meal before serve among children.

6 Key Items (Monitored) AchievementsCritical Points 5.Variety of meal, Menu and MDM Logo Display. The menu prescribes 3days rice based and 3days wheat based meals. In 45% Directorate of Education (DOE) and 55% East Delhi Municipal Corporation (EDMC) schools in East Delhi and 5% DOE and 45% EDMC in North East Delhi had displayed MDM weekly menu on convenient and noticeable places. In 20% DOE schools in East Delhi and 5% schools in North East Delhi had displayed MDM logo. Children and teachers also informed that green vegetable was occasionally mixed with Dal and curry. Dal and chhole quality was found poor. MDM logo was not displayed at any EDMC and aided schools.

School Health Programme Micro nutrients and de- worming tablets were given to East Delhi Municipal corporation primary school children's in the last six months. Directorate of Education (DOE) Schools children covers under Chacha Nehru Health Scheme. Directorate of Education (DOE) school children's health check up and health card preparation was found slow pace due to inadequate man power deployed for the purpose. None of aided school children were extended health checkup provision.

Management Monitoring Evaluation Fund (MME Fund ) In 70% Directorate of Education (DOE) schools in East Delhi and in 50% (DOE) schools in North East Delhi had received MME funds. East Delhi Municipal corporation (EDMC) had centralized purchase materials i.e. Plate, bowl, spoon, vim power, soap, green cloth for meal covered in school and kalchi (ladle) etc. The materials were found in schools in both districts. None of aided schools received MME funds. It was observed that funds and materials was available in schools was not used effective for the purpose.

9 Key Items (Monitored) AchievementsCritical Points 8.SOCIAL EQUITY: MI observed no cast, gender or community discrimination in serving,consuming and seating arrangements in classrooms in any sampled school. All sampled schools children were served meals in orderly manner.

10 Key Items (Monitored) AchievementsCritical Points 9. STATUS OF COOKS cum Helpers: MDM suppliers appointed to helpers in schools. MI observed all helpers belong to economically weaker sections. Helpers engaged by suppliers were not meet as per norms of GOI as enrolled children in schools. Helpers received a meager amount Rs. 500 to 600 per month as remuneration paid by suppliers in both districts. Cooks and helpers require training in hygiene and sanitation in discharge of their work.

11 Key Items (Monitored) Achievements Critical Points 10.Potable Drinking Water: Source, Availability, Storage It was observed that sampled schools and centralized kitchens having water connection from Delhi Jal Board and bore well and installed RO plants in kitchen. It is also noticed that scarcity of water was found to be a common problem, particularly in 2nd shift boy's schools. Even schools having bore wells were found having irregular water availability, especially in summer. Students bring their own drinking water from home. Aqua guards installed in schools were inadequate.

12 Key Items (Monitored) AchievementsCritical Points 11. SAFETY & HYGIENE: It is noticed that in(68%) schools had good safety arrangements, and (32%) had fair in East Delhi. In 71% schools good safety arrangements, and (29%) had fair in North East Delhi. The practice of hand wash was found poor in sampled primary and upper primary schools. This is due to short lunch breaks, teachers' apathy and water shortage.

Community Participation and Awareness Awareness levels of community members/Vidyalya Kalyan Samitis (VKS) parents about MDM served among children were found good. Parents/community/local body members have found poor awareness of their roles and responsibilities and entitlements for MDM as notified by the state government/local body. VKS/Parents were not involved during MDM at school. Training towards supervision and monitoring of MDM had not been imparted to the MDM/VKS and PTA s.

Management Information System(MIS): On-line Meal card report is sent by Directorate of Education (DOE) schools to Directorate MDM Cell, while fortnightly Meal Card reporting prevails in East Delhi Municipal Corporation schools. Standardization of Meal card is necessary as now different to DMC and DOE schools. In 5 (25%) Directorate of Education (DOE) and 16 (80%) East Delhi Municipal (EDMC) Schools maintained cooked meal receipt register in East Delhi. In 3 (15%) Directorate of Education (DOE) and 15(75%) East Delhi Municipal (EDMC) Schools maintained cooked meal receipt register in North East Delhi.

Inspections and supervisions: In order to address schools' MDM issues East Delhi Municipal Corporation(EDMC) hold quarterly meetings with MDM in- charge at zonal levels in East Delhi District. MI noticed that, Directorate of Education(DOE) and aided schools not hold meetings with MDM in-charge at District/zonal levels in both districts. School Principals informed that meetings with MDM in- charge/teachers are not held at North shahadra zone. No specific suggestions/remarks were found in any sampled schools over MDM. Concerned officials rarely visited during MDM hours.

Impact: In 6 (30%) Directorate of Education (DOE) and in17 (85%) East Delhi Municipal Corporation school(EDMC) schools in East Delhi In 3 (15%) DOE and in17 (85%) schools have digital weighing machines in North East Delhi for the purpose. In 30% Upper primary schools in East Delhi and 15% primary and upper primary schools in North East Delhi received less quantity of meals than present children in schools. Aided schools have not maintained cooked meal quantity received record on daily basis.
